He could, provided the limb is still 'alive', so to speak. He couldn't make a person regrow a lost limb, but say a leg had been severed. So long as he got there in time, he could reattach it. I would work on the same terms as surgery for that, though Mirar would heal it more perfectly than surgery could. Anything beyond a few minutes separation and he wouldn't be able to do it, unless it had been iced!
